This rule applies to general kissing, kissing, hugging etc. But if they engage in sexual intercourse, ghusl is obligatory on both men and women – even if neither of them has Mani (semen). Because in the hadith narrated by Abu Huraira (R.A.), the Prophet (Sallallahu Alaihi Wasallam) said,


إِذَا جَلَسَ بَيْنَ شُعَبِهَا الْأَرْبَعِ ثُمَّ جَهَدَهَا فَقَدْ وَجَبَ الْغَسْلُ

“Ghusl is obligatory only if one sits between the four branches (two hands, two feet) of the wife and engages in sexual intercourse with her.” Narrated by Muslim, “Even if Mani (Semen) does not come out.”

This matter is unknown to many people. Their idea is that if a man and a woman come together and semen does not come out, it is not obligatory for them to take a bath. But this is a great ignorance. Therefore, bathing will be obligatory in all circumstances only after sexual intercourse. But if you indulge in any kind of pleasure without having sexual intercourse, ghusl is not obligatory.

The Messenger of Allah, may God bless him and grant him peace, said:

‏ إِذَا الْتَقَى الْخِتَانَانِ وَتَوَارَتِ الْحَشَفَةُ فَقَدْ وَجَبَ الْغُسْل

“Ghusl is obligatory only when the two opposite sexes come together and the tip of the penis disappears.” [Sunan Ibn Majah, Chastity and its Sunnahs chapter. Sanad Sahih. Takhreez Albani: Sahih 3/260.]
